1.The Kabul Municipality, Islamic Republic of Afghanistan has received grant from the Afghanistan Reconstruction Trusted Fund administered by the World Bank toward the cost of Kabul Urban Transport Efficiency Improvement Project (KUTEI) of Kabul Municipality and it intends to apply part of the proceeds of this grant to payments under the contract for Procurement of Assorted Road Routine Maintenance Equipment including an Asphalt Plant in Four Lots, For Kabul Municipality Contract ID: ICB No: NPA/KM/97/G-1987/ICB
2.The KUTEI Project of Kabul Municipality, now invites sealed bids from eligible and qualified bidders for Procurement of Assorted Road Routine Maintenance Equipment including an Asphalt Plant in Four Lots, For Kabul Municipality. Bidders must quote for the entire quantity and the Bidders who do not quote for entire quantity will be treated as non-responsive.
3.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines of Jan 2011 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
4.Interested eligible Bidders may obtain further information from the National Procurement Authority through email: to [email protected] (copy to [email protected]; [email protected] & [email protected]] and inspect the bidding document during office hours [8:00 AM to 4:00 PM ] at the address given below 1st Floor, Projects Analysis and Program Development Directorate, National Procurement Authority (NPA); Administrative Office of the President (AOP). Pashtunestan Wat, Kabul, Afghanistan.
Qualification Requirements include:
(i) Financial Capability: The Bidder shall furnish documentary evidence that it meets at least the following financial requirement(s):
a)Submission of financial audit report demonstrating minimum average annual turnover of the following amount calculated as total certified payments received for contracts in progress or completed within the last 5 years:

(ii) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate implementation of at least one similar contract as prime contractor within the last 5 years with the following amount or equivalent that it has been successfully and substantially completed (supplied, installed and commissioned):

The Similarity of experiences will be considered based on the nature, size and complexity of required supplies, methods/ technology or other characteristics as described in Section VII – Schedule of Requirements.
Important note: Bidders shall fulfill the aggregate requirements of the qualifications (i) for the lots they are applying.
(iii) Manufacturers Authorization is required.
(ii)The bidder shall confirm the availability of spare parts and after sales service in the country of the purchaser for the equipment’s.
The bidder shall confirm the availability of spare parts and after sales service and provide the address of the dealer/agent for verification in its bid or confirm that the bidder will establish the above services within 30 days of notification of award. If the bidder quotes separately for setting up of the above services, then this cost will be added for evaluation purposes only.
5.All bids must be accompanied by a “Bid Security” of USD amount required for each lot as below:
