PROCUREMENT OF WORKS FOR Upgrading Infrastructure of Deh Khuda DadTrunk Road (Lot-1), D-16, Kabul City

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. WB522-01/13 of January 30, 2013.
2. The Islamic Republic of Afghanistan, Kabul Municipality has Applied a [“Grant” from the Afghanistan Reconstruction Trust Fund (ARTF)toward the cost of Kabul Municipal Development Program, and it intends to apply part of the proceeds of this "grant" to payments under the Contract for Upgrading Infrastructure of Deh Khuda Dad Trunk Road (Lot-1), D-16, Kabul City.Contract Package No. KMDP/W-77/T
3. The Kabul Municipality now invites sealed bids from eligible and qualified bidders for Upgrading Infrastructure of Deh Khuda Dad Trunk Road (Lot-1), D-16, Kabul City. Contract Package No. KMDP/W-77/T
4. The delivery /construction period is 10 months from the start date.
5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, Dated January 2011and are open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
6. Interested eligible bidders may obtain further information from Procurement Unit KMDP-KM; E-mail:[email protected] to [email protected] and inspect the Bidding Documents at the address given below during office hours 16 July 2017 to 15August 2017.from 9:00 to 16:00 Hrs from Saturday to Wednesday.
7. Qualifications requirements include:
(a) The minimum required annual volume of construction work for the successful bidder in any of the last five years shall be Afghani 94,000,000.00
(b) Experience as prime contractor in the construction of at least one similar work of value – Afghani 56,000,000.00 during the last five (5) years. (to comply with this requirement, works cited should be at least 70 percent complete);
(c) proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment is as given below:
(a) Excavator (10-20 ton equipped with 300mm, 600mm and 1200mm buckets) 1 No.
(b) Excavator and Loader (Rubber Tires, Excavator Lift capacity around 1500 kg, Loader Capacity around 1 m3) 2 No.
(c) Dump Truck (5-15 m3 capacity) 5Nos.
(d) Loader (bucket capacity 2-5 m3)1No.
(e) Roller (8-10 tons, steel-rubber tires) 2 Nos.
(f) Roller (8-10 tons, steel tires, rubber multi- tires and steel-rubber tires) 4 Nos. (Only for Asphalt concrete).
(g) Roller (2-4 tons, Steel Tires) 2 Nos.
(h) Portable Concrete Mixer (0.15 – 0.3 m3 capacity) 2 Nos.
(i) Fixed Stand Concrete Mixing plant in site (minimum capacity 20m3per hour) 1 set.
(j) Concrete mixer vehicle (with approximate capacity of 2-7m3 ) 5 Nos.
(k) Water Tanker Vehicle (with a capacity of 5-25 KL) 3 Nos.
(l) Schrader (Different size) 3 Nos.
(m) Grader (ordinary) 2 Nos.
(n) Concrete vibrator Immersion/Needle (6mm diameter) 6 set.
(o) Generator (2Kw and 10 Kw) 2 Nos.
(p) Water Pump (1.5in - 4in) 2 Nos.
(q) Saw cut machine 2 Nos.
(r) Total Station machine 1No.
(s) Level machine 2 Nos.
(t) Motor crane 1No.
Bidders are allowed to propose different equipment with sufficient information to establish that their capacity is equivalent or more than the above.
(d) A Contract Manager with five years’ experience in works of an equivalent nature and volume, including no less than three years as Manager; Road and Drainage Engineer and (QA-QC) Manager all with three years’ experience in works of a similar nature and complexity.
(e) liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than the amount Afghani 23,000,000.00
(f) For detailed post qualification verification please refer to Section I. - Instructions to Bidders and Section II- Bid Data Sheet of the bidding documents. A margin of preference for eligible national contractors/joint ventures shall not be applied.
Following additional criteria would be applicable for the contract award
a) Those companies who already have a contract with Kabul Municipality, they will not be awarded another contract unless their performance in signed contract is satisfactory.
Satisfactory performance would be defined as below:
1- The contractor is not behind the schedule of work by more than 10%
2- The contractor has not received more than 1 warning for correction of defects.
3- The quality of Work is in compliance with the Technical Specification.
8 A complete set of Bidding Documents in English may be purchased by interested bidders from 16 July 2017 to 15 August 2017on the submission of a written Application to the address below and upon payment of a nonrefundable fee of Afghani 1,500. The method of payment will be cash, to be hand delivered to the PMU office. An official receipt will be issued upon payment of this nonrefundable fee .The Bidding Documents shall be collected by the bidders from the address below.
9. Bids must be delivered to the address below at or before 10:00 AM local time on the 16August 2017.Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at immediately following the deadline for bid submission on 16 August 201710:00AMIn case the deadline date for bid submission/ opening is declared a holiday for the Employer, the bids may be submitted up to the specified time on the next working day.
10. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on 2 August2017 at 10:00 Hrs, KMDP-Office, House# 322, Lane# 3, Street# 14,Dis# 10, Wazir Mohammad AkbarKhan Mina, Kabul,Afghanistanto clarify issues and to answer any matter that may be raised at that stage.
11. All bids shall be accompanied by an original Bid Security Bank Guarantee of Afghani 2,000,000.00
