Kabul Municipality is committed to implementing the urban master plan and supporting the legal and standard construction of buildings in the city of Kabul.
The Special Building Plans Committee of Kabul Municipality has, from the beginning of the solar year 1404 (2025), reviewed, revised, evaluated, approved, and authorized 441 residential and commercial building plans. According to Engineer Mohammad Bashir "Amani," Head of the Building Permit Analysis and Issuance Department of Kabul Municipality, these plans are designed in accordance with urban norms and standard criteria and include buildings ranging in height from one to fifteen stories.
Kabul Municipality supports legal and standard construction in order to promote economic growth, create job opportunities, and ensure urban order. It is also assured that citizens who intend to build will be able to complete the building permit process simply and within a short time, provided they follow the city's laws and regulations.
It is worth noting that obtaining an official permit is mandatory for the construction of any type of facility—including residential and commercial buildings, fuel stations, and mosques—and any violation of this process will be met with legal action.
